Question : Microsoft ODBC Adminsitor Error

I am trying to configure a user data source under admin tools > data sources (ODBC) so I can point the location to our server database for a specific program. However on this laptop when I click the configure button, I'm getting an error "the setup routines for the microsoft access driver (*.mdb, *.accdb) ODBC drive could not be loaded due to system error code 126"

I then hit ok and get a message that says "Could not load the setup or translator library"

I have performed all Windows Updates, ran scannow sfc, logged in as admin and tried it but no luck.

I had problems getting Office 2007 to install as well so thought there was some dll or configuration that was wrong. The user did not need any information as they just backed up their documents so I went ahead and just reloaded Windows. everything is working now.
