Question : system views & text data type

Does system views always use nvarchar? (example INFORMATION_SCHEMA.ROUTINES.ROUTINE_DEFINITION). Is there option to make them all varchars instead?

No.
As you have mentioned, those are System views and we can't change anything on that..
