Is there any connection between Windows 7 Activation and Windows 7 Experience Index?

I have a Windows 7 Ultimate, 64-bit, machine that refuses to complete the WEI (it gets to the very end and then crashes).  I've been trying various things to get it working, all of which have been unsuccessful.  However, the machine, which heretofore has been activated, has repeatedly become "deactivated".  The online activation won't work, either, so I have to resort to that $#% telephone activation process..  That has worked, albeit tediously, but I'm at a loss as to why this keeps occurring.

The obvious stuff: the license key is valid - bought directly from Microsoft, the software installed on only one computer and the hardware hasn't changed.
