Question : Netbios Windows 2008 R2 HYPER-V not pingable
Currently unable to ping Windows 2008 R2 server by Netbios name from any windows client but can ping FQDN. From 3 other 2008 and windows 2003 servers can ping the R2 server from both FQDN and Netbios. Confirmed firewall is off on the R2 box, network discovery is set to custom, file and print. The services for DHCP client and TCP/IP helper are started on both servers and clients. DNS appears to be fine, its almost it is denying any netbios name resolution for the clients. I mentioned there is HYPER-V on the server and wonder if there is any secuirty that could be preventing clients from communicating with the R2 server? Any ideas much appreciated.

How did you disable the firewall? You shouldn't disable the service which can cause problems.
