Do you mean other users on the same network or domain or other users from elsewhere?
Network speed of VFP applications is derived by operating system settings. Files are open for shared access by OS API call and record/file locking is also provided by OS.
So, if you have a client with slow access then you should review his network settings. You could also ask in the zone which is derived to your file server OS. Network monitor software should also tell more about the traffic and possible bottle necks.
