In Gimp on a Mac,

I'd like to half the size of a GIF.

Answer : Gimp (Mac graphic editor) making pic smaller - HELP

Open the file, go to "Image" on the menu and select "Scale Image" on the drop down.  It will give you the various choices.  Leave the chain linked locked to preserve the aspect ratio, click on them to unlock and scale the x and y separately.
