Question : Can't activate Windows XP

My keyboard wouldn't work so to cut a long story short, I ended up doing an XP repair from the CD. PC is a Dell Optiplex. Used OEM CD. Now I get a notification that hovers over the system tray saying that Windows is not activated. It looks like the one you get when it's illegal Windows. I have tried everything including c:\windows\system32\oobe\msoobe.exe /a but I am getting no response whatsoever. In addition, AVG is disabled. I have ran Combofix, Malware Bytes, Hijackthis, etc. Getting errors when I try to upgrade to IE8. Right now I am installing SP3 (from SP2). It may never work again. Won't know for a while yet. I can't wipe it. There is expensive software installed that runs a glass cutting machine. It costs $15,000.00. Also, time is of the essence. Help!!
