Question : Unable to re-add a user in BES 5.1 after the user has been deleted

I'm having an issue where I cannot re-add a user in BES 5.1 after I've deleted the account using BES webconsole. I've found a solution in Comment ID: 26361935 but I can't seem to locate handheldcleanup.exe or the utility folder on my BES 5.1 server or on my BES 5.1 installation CD. Can someone please help me locate this file.

error message(s):

"The BlackBerry Administration Service cannot find the records you were looking for. All users matching the search criteria have been created. Verify the search criteria you specified and try again"

"The specified user already exists in the available user list. "  

I checked both views ("Managed Users" and "Create a user") and the user doesn't exist.

I've figured this out yesterday. Turns when a user is deleted, it goes in a deletion queue but the account is not really deleted. After I did an advance search for "Queued removal of BlackBerry services = True" I was able to find the user I was looking for and delete the record properly.
