The word "implement", as used here, as well as in any farming terminology, is just referring to any powered attachment. The attachment, such as a bucket or fork, is lifted and tilted through power supplied through the "implement pump". The bucket is an implement, as is the fork.
You might also think of an implement as a "tool".
