Question : Replacement for Adobe Illustrator ?

I have Illustrator 10, on Windows 7.  I only use it to look at vector files, I am not a graphics person.  I was recently sent a large CS3 file that I am having problems opening (no problems with small ones).  I do not want to spend $500.00 for cs5.  Is there an inexpensive or free alternative?  Please be specific, do not say "I think x product will work".  I do not believe that "Royal software", where you can buy cs4 for $100.00 or less, is on the level.

You can to try start services separately or change startup order:
1. mysql
2. apache
or
(B) Exclude your C:\\wamp\\www\\sqltest.php from php.ini
